Navy Seeks AI Solutions to Improve Procurement Process

The Naval Surface Warfare Center, Port Hueneme Division (NSWCPHD) is looking for AI-based systems to improve how it handles procurement and documentation. The center has issued a request for information (RFI) to find technologies like natural language processing (NLP) and machine learning (ML) that can help create procurement documents before and after contracts are awarded.

AI Tools for Better Procurement

NSWCPHD hopes that feedback from this RFI will help the U.S. Navy and other Department of Defense agencies explore AI tools for faster and more efficient procurement. The Navy is especially interested in AI-powered systems that can generate procurement templates, guides, and other documents. These tools would reduce risks, improve compliance, and support better decision-making.

Submission Process

The RFI process has multiple rounds to evaluate the best AI solutions:

  • Round 1: Interested participants must submit a short discovery paper by April 22. Experts from the Chief Digital and Artificial Intelligence Office will review these papers.
  • Round 2: Selected participants will submit a video demonstrating their idea and how it works using AI technologies like NLP and ML.
  • Round 3: Finalists will receive an invitation to submit a prototype proposal. Those selected may work with the government on developing the AI procurement system.

This research could lead to new AI tools that make military procurement faster, smarter, and more reliable.
